RAR


Responsible Association of Retailers is a group of businesses, community partners, civic groups and organizations that believe in the safe sale and service of alcohol, tobacco and cannabis in Northern Colorado. RAR members are dedicated to reducing underage access to these substances, reducing risky activities surrounding substance use, and providing responsible server training to employees selling and serving these products to customers. Together, we believe that we can balance a healthy, prosperous and safe community.

WHO WE ARE: 

RESPONSIBLE ASSOCIATION OF RETAILERS

Responsible Association of Retailers (RAR) is a group of businesses who adhere to a Code of Ethics around the safe sale and service of alcohol and cannabis. Members are bars, restaurants, liquor store, cannabis dispensaries and other businesses that provide a service to alcohol and cannabis retailers that support their efforts. The first alcohol responsibility group convened in the Fall of 2004, and the first cannabis responsibility group convened in the Spring of 2016

RAR members are united in their commitment to the following goals:

  • Preventing access to alcohol and cannabis by minors
  • Avoiding business practices that promote high-risk drinking and irresponsible use of cannabis
  • Providing options for patrons to get home safely
  • Collaborating with community entities to solve challenges faced by alcohol and cannabis retailers
  • Providing server responsibility training opportunities for staff
  • Cultivating a relationship built on trust with Fort Collins and Loveland Police Departments
  • Informing the community about our commitment to reduce underage drinking  and underage use of cannabis

 

RAR is a program under the guidance and authority of it's parent organization, TEAM Wellness & Prevention. TEAM has been providing alcohol and drug prevention services to the Fort Collins community since 1989. TEAM has expanded wellness and prevention programming to include all of Larimer County. TEAM Wellness & Prevention provides prevention education to middle and high school students, makes presentations for parents on topics related to youth substance use, convenes community groups, provides opportunities for youth activities in safe, substance-free environments, and is available as a community partner.

In September of 2004 the Colorado State University and Fort Collins communities felt the tragic death of 19 year old CSU student, Samantha Spady. Samantha Spady died of alcohol poisoning after a night of binge drinking in Fort Collins. Over the course of over 12 hours, Samantha drank large amounts of alcohol at several locations throughout the night. She ended up at a fraternity party in the early morning hours. She was last seen alive at 5:30 AM lying on the couch of a spare room in the fraternity house. Her body was discovered at 6:22 PM that day. Following a thorough investigation into her death, 19 people were cited for providing alcohol to a person under the age of 21. Only 5 of whom were over the age of 21. 

In response to this tragic event, the CSU Presidential Task Force on Underage Drinking called together local alcohol retailers, law enforcement and TEAM Wellness & Prevention (formerly Team Ft. Collins) to draft a Retailer Code of Ethics to promote the responsible use and sale of alcohol.

Finding great value in working together, participants decided to formalize the efforts by creating by-laws, an official name, and membership structure. Since it's inception of about 10 members in 2004, RAR has steadily grown into the association it is today, with over 100 members and it continues to gain support throughout Northern Colorado.

RAR was originally known as the Responsible Alcohol Retailers. In late 2015, believing that the founding principles surrounding alcohol sales could be applied to both cannabis, tobacco products, and other age restricted consumable products the RAR name was changed to Responsible Association of Retailers.

CODE OF ETHICS


Code of Ethics for alcohol sales & service

The Code of Ethics for the alcohol chapter represents a public commitment to prevent underage access to alcohol and high risk drinking behavior.  The RAR Code of Ethics continues to serve as the group’s guiding principles today.

  1. We diligently check IDs to ensure that we do not sell alcoholic beverages to any person under the legal drinking age (21). Our employees are trained in how to validate the authenticity of IDs.

  2. We encourage designated drivers as well as the use of public transportation and community ride programs for customers who may be at risk of exceeding the legal limits.
  3. We train our employees how to identify individuals who are inebriated, and we will not sell or serve alcohol to those individuals.
  4. We instruct our employees to contact emergency responders if they suspect individuals are exhibiting signs of alcohol poisoning.
  5. We follow the rules and regulations of the Colorado Department of Revenue-Liquor Enforcement Division, as well as out local liquor licensing authority .
  6. We support state and local law enforcement personnel and practices.
  7. We conduct business in a responsible manner and will not tolerate activities that are offensive to the general senses of the average citizen or to the residents of the surrounding neighborhood.
  8. We advocate the responsible consumption of alcohol in our promotions and drinks specials.
  9. We promote alcohol awareness and education within our establishments.
  10. We are community members, neighbors, taxpayers, parents, and contributors to local charities, and we are proud to conduct business in our community.

 

CODE OF ETHICS FOR CANNABIS SALES & SERVICE

As Responsible Cannabis Retailers in the Fort Collins and Larimer County communities, members agree to abide by a Code of Ethics for selling cannabis and the products produced from cannabis and/or associated with the use of cannabis. 

  1. We are community members, neighbors, tax-payers, parents, contributors to local charities and proud to conduct business in Fort Collins and Larimer County.
  2.  We diligently check ID’s to ensure that we do not sell cannabis or associated products to any person under the legal age (21). Our employees are trained in how to validate the authenticity of ID’s.
  3. We encourage designated drivers as well as public transportation and community safe ride programs for customers.
  4.  Our employees are trained in how to identify individuals who are behaving inappropriately or using unruly behavior and will not sell product to these individuals.
  5. We will follow the rules and regulations of the Colorado Department of Revenue Marijuana Enforcement Division as well as State, County and City laws associated with the sale of marijuana.
  6. We support state and local law enforcement personnel and practices. 
  7. We will conduct our business in a responsible manner and will not tolerate activities offensive to the general senses of the average citizen, or to the residents of the surrounding neighborhood.
  8.  We will use promotions and special sales in our establishment that promote responsible adult consumption of cannabis and cannabis infused products.
  9. We promote cannabis awareness and education within our establishments.
  10. Together we will build awareness in the prevention of recreational consumption among youth in our community. (This does not include the sale of Medicinal Marijuana to patients, under the consent of Parents or Guardians)

RAR CHapters

We are the Responsible Association of Retailers in Larimer County, which includes those who deal with or are incorporated in some way with the service, sale, distribution or some other faction of the alcohol and cannabis businesses respectively. RAR has established chapters in Ft. Collins and Loveland and we are actively growing our organization throughout Larimer County. We have, as well, our newly formed Marijuana chapter which also encompasses all of Larimer county.

Safe Ways Home

the Safe Ways Home program is part of the RAR initiative for helping our members be more involved in their effort to be responsible members of the community. Safe Ways Home is a program that puts cards in the establishments and in the hands of the member, so that they may offer ways to get home for those individuals who may be too intoxicated or unable to do so. Safe ways home is a program, in cooperation with local transportation businesses, that provides several ways to find a safe ride home or as a means to and from any local. These cards are distributed to every RAR establishment and businessES and are free to all who would like to take them.

Ask your server or bartender if his or her business is a Responsible ASSOCIATION RetailerS (RAR) member for access to the RAR Priority Taxi Line.
